During the bidding, your partner makes a Spade bid, and he later turns out to have two small Spades.

What's the meaning of that ? Is he trying to stop the opponents from leading Spades at Notrump ?

You aren't supposed to bid suits you don't have, but, strictly speaking, it is not forbidden. 
You must indicate if you do it in this box. The Director may be informed by your opponents.

Our card says Never [X].   Some check Rare [ ], "In case we forget".
