You could open 4 Hearts, and your partner will surely pass. What if he has AJ109 of Clubs? That's only a '5 Point' hand, but it's almost surely a slam. You can always bid 4 Hearts later to end the auction.

9 or 9 1\2 Tricks. If you can see a reasonable chance to be within one trick of game in your own hand, open 2 Clubs. If you don't bid it at once, you will not get a chance to bid correctly later in the auction. No matter what your partner has, it's the right bid.
