It's Weak.   In competition, e.g., over an overcall or takeout double, we change the meaning of a direct jump to three of a major suit. In that case, a direct jump to three is preemptive, showing a weak 4 to 7 points with 3 to 5 trumps. A Two Notrump call shows the real Limit Raise hand. This is to allow us as much preemption as possible early in the bidding.
